В 1986 году в провинциальном городе Хвасон две местные женщины были убиты одним и тем же извращённым способом. Детектив Пак Ту-ман и его помощник Чо Ён-гу со всем возможным рвением пытаются найти убийцу. Точнее — заставить признаться в содеянном любого подозреваемого, и делают это самыми жестокими методами. К ним на помощь прибывает детектив Со Тхэ-юн из Сеула, чтобы провести расследование и вычислить маньяка на основе улик и доказательств. Тем временем убийства продолжаются.
